The Union Territory of Ladakh on April 24, 2026, issued a Public Notice and draft notification proposing the Industrial Relations (Ladakh) Rules, 2026 under the Industrial Relations Code, 2020. Stakeholders and the general public have been invited to submit comments and suggestions within 45 days from the publication date before the rules are finalized.
The draft rules seek to establish a comprehensive framework governing industrial relations in Ladakh, including matters relating to trade unions, standing orders, dispute resolution, conciliation processes, and worker-employer relations. The proposed rules will supersede the existing Jammu & Kashmir-era industrial relations, trade union, standing orders, and industrial dispute rules to the extent applicable in the Union Territory.
Among the key provisions, the draft prescribes procedures for settlement agreements before conciliation officers, constitution and functioning of Works Committees, representation of employers and workers, consultation with registered trade unions, and election of committee office bearers. Stakeholders may submit objections or suggestions through email or post to the Labour and Employment Department, UT of Ladakh, within the prescribed consultation period.
